The Freedom To Record In Public

May be a first amendment right (and probably should be).  A lot of people that work with the public don’t particularly care for this, but often times its the appearance of things that is more important than the ability to do or not do something (if you can’t record certain people because of their job or station when they are in public, it implies they have something to hide.

This is not the same as sneaking into people’s private areas or using a drome for surveillance.  Or even eavesdropping.
