At least one place is at least attempting to change it.
This is a significant problem in that there is a lot of money generated by the system and it hits predominately the poor that get stuck in a cycle of fines, license suspensions, more fines, maybe jail. This isn’t even mentioning the lucrative counseling requirements that a lot of charges now have attached to them if someone is found guilty
