Financial Incentives Create Perversions Of Justice

The ability to levy fines against ordinary citizens provides an incentive to both find wrongdoing (whether it exists or not) and to create more laws to enforce penalties.  It is the “profit motive” of some law enforcement.  The unfortunate reality is that those least able to afford these types of fines end up paying the bulk of them and can have the whole matter snowball on them.  Unpaid fines can lead to license suspensions which can lead to criminal charges which result in jail time, which can lead to losing a job.
