The ability to levy fines against ordinary citizens provides an incentive to both find wrongdoing (whether it exists or not) and to create more laws to enforce penalties.�? It is the “profit motive” of some law enforcement.�? The unfortunate reality is that those least able to afford these types of fines end up paying the bulk of them and can have the whole matter snowball on them.�? Unpaid fines can lead to license suspensions which can lead to criminal charges which result in jail time, which can lead to losing a job.
